Tottenham Hotspur have failed with an offer of £10.5 million for Internacional and Brazil striker Leandro Damiao.
"It was the first concrete offer we've had," club president Giovanni Luigi said. "I said I didn't want to sell now, but I think they will come back with another attempt.
"I warned that he'll only leave at the end of the year and for more money."
Damiao is no stranger to North London as he made his international debut for Brazil in a win over Scotland at Arsenal's Emirates Stadium in March.
He is a physical presence in attack and Spurs' pursuit of Damiao signals Harry Redknapp's determination to overhaul his attacking options this summer.
Roman Pavlyuchenko was the only one of Tottenham's strikers to reach double figures in the Premier League last season.
